This is a brief summary of the rules covering the fitting of operator protection on tractors and earth-moving equipment

Agricultural tractors over 560kg must be fitted with a ROPS if practical to do so. The ROPS must be certified to AS1636.
This standard covers conventional tractors as well as narrow-track tractors. The following overseas standards are equivalent and comply with AS1636, ISO3463, ISO3471-1, ISO5700, SAEJ1040, SAEJ1194 and 
SAE J2194.
Agricultural tractors with a front end loader fitted over 20hp (1300kg), must be fitted with ROPS and FOPS certified to AS2294.

Earth-moving machinery is covered by AS2294,(theoretical / computer analysis is not to be used as an alternative to physical testing).

Equipment over 700kg is to be fitted with a ROPS.

Equipment over 20hp (1300kg) must be fitted with a FOPS as well as ROPS.

Most equipment requires Rops and in many cases FOPS.
